البنك المركزى: نعد ملفاً كاملاً عن أرصدة مبارك الذي أصدر تعليمات بعدم صرف أى أموال من الحساب إلا بأوامر منه

قال البنك المركزى المصرى، اليوم، الجمعة، إن البنك يعكف حالياً على إعداد ملف كامل يتضمن كافة المستندات والحقائق والمعلومات المتعلقة بشأن ما أوردته عدة وسائل إعلامية خلال الأسبوع الماضى، من وجود أرصدة لدى البنك المركزى باسم الرئيس السابق، حسنى مبارك، بمقدار 9 مليارات دولار، تمهيداً لتقديمه خلال الأسبوع الجارى إلى المستشار النائب العام، ورئيس الجهاز المركزى للمحاسبات، ومراقبى الحسابات الخارجيين بما لا يدع أى مجال للشك أو التشكيك أو الشائعات فيما يخص هذا الموضوع، وذلك رغبة من البنك المركزى فى كشف الحقائق كاملة بما يحافظ على استقرار ومصداقية النظام المصرفى المصرى فى ظل الظروف الدقيقة التى تمر بها البلاد.

 

وأضاف البنك المركزى، أنه تعقيبا على ما أوردته بعض وسائل الإعلام من وجود شبهة فساد أو مخالفة فى هذا الموضوع، وتحديدا بأن مبلغ 4 ملايين دولار، قد تم صرفها بتعليمات من الرئيس السابق بعد تنحيه، فإن البنك المركزى برغم ما قام به من إيضاح فى بيانه السابق وكذلك فى مداخلة محافظ البنك مع أحد البرامج التلفزيونية، فإنه يعيد تأكيد، على أن المبالغ المشار إليها كانت 5 دول عربية قد قامت بإرسالها إلى مصر كمنح لا ترد فى أعقاب حرب الخليج وتحديدا فى الفترة من 1990 إلى 1992 بغرض دعم الاقتصاد المصرى.


وبلغ إجمالى هذه المنح فى ذلك الوقت 4.6 مليار دولار تم إيداعها فى حساب الدولة لدى البنك المركزى تحت اسم "المبالغ الواردة من الدول العربية"، وتم إضافتها إلى رصيد الاحتياطيات الدولية منذ عام 1990 واستثمارها بمعرفة البنك المركزى لتبلغ قيمتها اليوم مضافا إليها الفوائد مبلغ 8.82 مليار دولار، وكذلك فقد ورد مبلغ 376 مليون دولار أمريكى عام 2008 من المملكة العربية السعودية تم إيداعها بالبنك المركزى فى حساب الدولة، وأضيفت إلى رصيد الاحتياطيات الدولية ليبلغ اجمالى المبلغين حوالى 9.2 مليار دولار فى 31 ديسمبر2011، وهذه الأموال لا تزال مودعة لدى البنك المركزى كأحد الحسابات المملوكة للدولة دون غيرها حتى اليوم.


وأضاف "المركزى"، أن الرئيس السابق، منذ ورود هذه المبالغ إليه أصدر تعليمات عام 1990 تقضى بعدم صرف أى مبالغ من الحساب المشار إليه إلا بتعليمات مباشرة منه، واستمر العمل بهذه التعليمات حتى تنحيه فى 11/2/2011 حيث قام البنك المركزى بتاريخ 12/2/2011 بإلغاء توقيعه على الحساب فور التنحى مباشرة ،وتم إبلاغ المجلس الأعلى للقوات المسلحة بهذا القرار وأيضا الجهاز المركزى للمحاسبات، وبالتالى فلم يتم صرف أية مبالغ من هذا الحساب فى أعقاب تنحى الرئيس السابق على نحو ما تردد دون سند من الحقيقة فى بعض وسائل الإعلام.


وما قبل التنحى فإن إجمالى ما تم توجيهه من هذا الحساب بتعليمات من الرئيس السابق منذ عام 2003 وحتى الآن – وفقا لشروط فتح الحساب عام 1990 - بلغ حوالى 14 مليون دولار، وذلك لصالح جهات حكومية وسيادية فى الدولة وذات نفع عام، وكان آخرها مبلغ أربعة ملايين دولار فى شهر نوفمبر 2009 وليس فى أعقاب التنحى كما تردد فى بعض وسائل الإعلام، وسوف يرفق البنك المركزى كافة تفاصيل المبالغ التى تم سحبها منذ عام 2003 وحتى اليوم واستخداماتها فى الملف الذى سيتم تقديمه إلى مكتب النائب العام والجهاز المركزى للمحاسبات ومراقب الحسابات الخارجى لمراجعتها والتحقق من أنها كانت لصالح جهات عامة فى الدولة. 


علما بأن هذا الحساب يتم مراجعته سنوياً من الجهاز المركزى للمحاسبات ومراقب الحسابات الخارجى باعتباره أحد حسابات الدولة لدى البنك المركزى، وذلك على مدى العشرين عام الماضية.


وإذ يرغب البنك المركزى فى توضيح الحقائق السابقة حرصا على سمعة البنوك المصرية وتأكيدا على التزامه بالقواعد المصرفية، فإنه يدعو وسائل الإعلام مرة أخرى لتحرى الدقة عند نشر أى أخبار يمكن أن تؤدى إلى التأثير على سمعة ومصداقية الجهاز المصرفى واهتزاز صورة الاقتصاد المصرى فى الداخل والخارج لما فيه صالح البلاد

ضبط ترسانة أسلحة بالبحيرة مهربة من ليبيا قبل ترويجها

تمكنت الأجهزة الأمنية بمديرية أمن البحيرة، من ضبط ترسانة أسلحة مهربة من ليبيا إلى داخل البلاد قبل ترويجها فى محافظة الجيزة. 


كانت قوى أمنية من مديرية أمن البحيرة والإدارة العامة للمرور وقوات الأمن المركزى قد تمكنت من ضبط المدعو "سعيد ر.ع " حال استقلاله سيارة نصف نقل تحتوى على مخزن سرى أسفلها، وبداخله 12 بندقية آلية وأربعة رشاشات من نوع "بريتا" ومدفع متعدد الطلقات وبندقية قناصة، بالإضافة إلى 13 ألفا و300 طلقة آلية من مختلف الأعيرة. 

وبمواجهة المذكور بما أسفر عنه الضبط اعترف بجلب الأسلحة والذخيرة المضبوطة والمهربة من ليبيا عن طريق مرسى مطروح لترويجها فى دائرة مركز الصف بالجيزة. 


وتم اتخاذ جميع الإجراءات القانونية اللازمة حيال الواقعة وإخطار النيابة العامة لمباشرة التحقيق.

عقد قران الرئيس التشادي في الخرطوم على ابنة زعيم الجنجويد المفترض

الخرطوم (ا ف ب) - عقد بعد ظهر الجمعة باحد فنادق الخرطوم قران الرئيس التشادي ادريس دبي الجمعة على ابنة موسى هلال المتهم بزعامة مجموعات الجنجويد في اقليم دارفور غرب السودان المتاخم للحدود الشرقية لتشاد.
وجرت مراسم عقد القران الذي تم بواسطة احد شيوخ الطريقة التيجانية قدم من الجزائر لابرام العقد بحضور الرئيس السوداني عمر البشير الذي باشر عقد القران وكيلا عن الزوجة اماني موسى هلال وبحضور والدها موسى هلال، بحسب ما افاد مراسل وكالة فرانس برس.

ولكن الرئيس الشادي ادريس دبي لم يكن حاضرا مراسم عقد القران واناب عنه شخص اسمه عبد الله بانقي.
كما حضر عقد القران عدد من وزراء الحكومة السودانية.
والزوجة هي اماني موسى هلال في العشرينيات من عمرها وهي متخرجة من احدى الجامعات السودانية. وكان دبي تقدم لخطبتها خلال زيارته الاخيرة للخرطوم في تشرين الثاني/نوفمبر الماضي.
وموسى هلال متهم بزعامة مجموعات الجنجويد في اقليم دارفور الذين ساندوا الحكومة السودانية في حربها ضد المجموعات الدارفورية التي بدأت التمرد على سلطات الخرطوم منذ عام 2003.
وهلال هو زعيم قبائل الرزيقات المحاميد المنتمين للقبائل العربية في دارفور وينتشر الرزيقات المحاميد في شمال دارفور.
واحيط الفندق الذي تمت فيه مراسم عقد القران باجراءات امنية مشددة شارك فيها افراد من الجيش السوداني اضافة للشرطة السودانية ورجال امن بملابس مدنية.
وينتمي الرئيس الشادي لقبيلة الزغاوة وهي قبيلة افريقية ينتشر افرادها بين السودان وتشاد وتتهم بانها مثلت الثقل الاساسي لحركات دارفور المتمردة وظل دبي يدعم هذه الحركات حتى عام 2009 عندما وقعت الحكومة السودانية معه اتفاقا نص على بنشر قوات مشتركة للبلدين على حدودهما.

وتسكن اسرة هلال في ضاحية سوبا شرق الخرطوم.

عمرو موسي :المجلس العسكري ليس متهمًا بجريمة.. وغالبية الشعب لا يريد إسقاط المشير

قال عمرو موسى، المرشح المحتمل لرئاسة الجمهورية، الأمين العام السابق لجامعة الدول العربية، إنه من الأفضل أن يتم انتخاب نائب الرئيس، فى نفس توقيت انتخاب رئيس الجمهورية، حتى لا يُفرض "النائب" على الشعب، من قبل الرئيس، وبحيث تكون السلطة الحاكمة كلها منتخبة. 


جاء ذلك فى الحوار الذى أجراه الزميل محمد الشاذلى، مع عمرو موسى، بمقر حملته الانتخابية، وتنشره جريدة الحياة اللندنية، صباح غدٍ السبت.

بدأ الحوار بتساؤل حول أسباب شعور ميدان التحرير بأن "موسى" على خصام معه، لكنه أجاب قائلاً: "زرت الميدان أكثر من مرة، وفي وقت مبكر من الثورة، وأزوره حتى الآن.. ولا خصام بيني وبينه.. ولكن بعض التنظيمات أو التجمعات الموجودة هناك تعتبر أو لها انتقادات معينة بشأن منصبي الأسبق وزيراً للخارجية، وأحب أن أسجل أنني أفخر بأننى كنت وزيراً لخارجية مصر، وأفخر بسجلي الذي تابعه وأيده الشعب المصري، 


وأيدت جماهير واسعة مصريا وعربيا تأييدا عارما أدائي ودور وزارة الخارجية في تلك الفترة.. والبعض اليوم إما غير عالم بهذا السجل أو أملي عليه موقف ما، فأنا لم أعمل وحدي مع النظام السابق في فترة من الفترات، الكل عمل كوزراء وسفراء ووكلاء وزارات وأعضاء ومسئولين في مواقع مختلفة.. لا تستقيم القطعية الكاملة بين ما كان وما سيكون، والقطيعة يجب أن تكون مع الفساد وليس مع التيار الوطني الذي استمر تياراً وطنياً طول الوقت.. إذا حصلت قطيعة بين التيار الوطني والتيار الثوري بأي شكل من الأشكال فإن ذلك سيكون أمراً خطيراً بالنسبة لمصر كلها. 


وحول مدى قربه من المجلس العسكري، رد "موسى" قائلا: "أحدد المسافة مع المجلس العسكرى وفق مجريات الأمور.. أنا لا أجتمع مع المجلس العسكري كل يوم أو كل أسبوع.. ربما آخر مرة التقيت منفرداً المجلس العسكري وقيادته، كان منذ شهرين بعد الأحداث المشهورة، وطالبت بإنهاء الضبابية الموجودة ووضع حد قاطع للفترة الانتقالية وتاريخ محدد لانتخابات الرئاسة حتى تكتمل الأمور. وتلا ذلك بيوم واحد اجتماع عدد من الوطنين المصريين مع المجلس وهو الاجتماع الذي انتهينا فيه إلى موافقة المجلس العسكري على نقل السلطة إلى سلطة وطنية منتخبة. وطبعاً... في ميدان التحرير تيارات عدة وليس تياراً واحداً.. لا تستطيع أن تدعى أو لا يستطيع أحد أن يدعي أن ميدان التحرير يقول (...) إنما هناك في ميدان التحرير من يقول (...) أما الأسماء التي حددوها لمجلس رئاسي فكانت على أساس نقل فوري للسلطة إلى هذه المجموعة التي لم يُجمع عليها حتى ميدان التحرير نفسه. 


ومن ثم وقد علقت آنذاك بأن هذه الطريقة كانت تتبعها الجماهيرية الليبية وانتهت بها الحال إلى ما انتهت إليه إنما نقل السلطة فأنا موافق عليه.. 50 في المائة من كلام هذه المجموعة أنا معه، ضرورة نقل السلطة إلى سلطة وطنية مدنية.. ولكني أضيف: "إلى سلطة منتخبة".. لكي تكتمل الـ100 في المائة.. أما نقل السلطة إلى أي أحد وأية قائمة مؤلفة فإنه يحولها إلى جماهيرية فوضوية أو ديكتاتورية. 


حول ما يتردد عن الخروج الآمن للمجلس العسكري، رأى عمرو موسى أن إدارة النقاش بهذا الشكل تنطوي على نوع من الاتهام والإثارة، من الآن نتحدث عن مخرج آمن وكأن هناك متهما.. بالنسبة لي يجب أن تنتهي مهمة المجلس العسكري بموعد غايته 30 يونيو المقبل.. ولا أرى أن المجلس متهم بجريمة.. هناك انتقادات وجهت للمجلس، وبعضها صحيح للبطء في اتخاذ القرار أو تردد في قرار أو خطأ فيه وكان يمكن أن يتم بطريقة أفضل مما تم، أما أن يُتهم المجلس بأنه ارتكب جرماً يحتاج بسببه خروجاً آمناً فهذا الطرح فيه التباس كبير، وأفضل أن نتحدث عن الدور الآمن والضروري للقوات المسلحة بعد نقل السلطة، في إطار تحديد مهام المؤسسات الرئيسة للدولة وهو ما سيتعرض له الدستور بالضرورة. 


وعندما فسّر "موسى" حملة "كاذبون" ضد الجيش قال: إنها تعنى انعدام الثقة، بينما أفاد بأن الثورة كسبت نفسها عندما حمتها القوات المسلحة في أيامها الأولى، حيث رفضت أن تقاومهم أو تطلق الرصاص عليهم، أما المجلس الأعلى فقد تلقى مهمة لم يكن ينتظرها وسيشكر في النهاية على إدارته للمرحلة الانتقالية حيث تنتهي في آخر يونيو المقبل. 


وشكك موسى فيما يتردد حول أن "الشعب يريد إسقاط المشير"، متسائلا :"هل الشعب فعلاً يريد إسقاط المشير؟، هل كل الشعب أو أغلبية الشعب تطلب ذلك؟، لا أعتقد ذلك، لكننا بحاجة لمناقشة مثل هذه الشعارات". 


وحين رد "موسى" على تساؤل بشأن اعتبار البعض أنه خرج من عباءة النظام السابق، قال: "أعتقد أن هذا الانتقاد وما يتعلق بعباءة النظام السابق قد اعتراها عوار كبير، وازدواجية في المعايير، واضطراب في المفاهيم.. ولا يعدو الأمر أن يكون من ضمن الحيل الانتخابية وليست عن مبدأ أو معيار محترم. 


ففي الوقت الذي ينتقد فيه البعض أنني كنت وزيراً لخارجية مصر في التسعينيات من القرن الماضي متجاهلين الطرح الدبلوماسي المهم الذي طرحته الخارجية المصرية آنذاك عربياً وإفريقيا وأوروبيا ودولياً، لا تخجل هذه الدوائر نفسها من أن تنتخب وزيراً آخر في الفترة نفسها رئيساً للوزراء وتقول: إنه خيار التحرير، فكيف يكون نقد وزير سابق لأنه خارج من عباءة النظام السابق وينتخب زميله في نفس الوقت ونفس الحكومة من التحرير؟.. وإذا جاز هذا التعبير وبصرف النظر عن نفس هذه العباءة.. بماذا نصف مثل ذلك الموقف بالعربية الفصحى؟". 


وحول منافسه الرئيسى فى انتخابات الرئاسة قال: "لا أعرف بعد، لكني يجب أن أحدد المنافس الرئيسي لأسباب تتعلق بمسار المعركة الانتخابية.. وليس ضروريا أن يكون الإسلاميون هم أكبر المنافسين.. فالرئاسة مسئولية كبري واختيار الشخص المناسب للمنصب، إضافة إلى برنامجه وماضيه ومن هو.. كلها ستلعب دورها بما في ذلك موقعه الدولي والإقليمي.. إلى آخره". 


أضاف: "بعض الثوار يعتقدون أن دورهم انتهى والآخر يرى أن الثورة هُزمت.. والصحيح في رأيي أن نقول: إن هذه الثورة انتصرت.. صحيح لا تستطيع أن تقول إنها انتصرت نهائيا.. لكنها بالقطع مستمرة ولم تهزم، وإن كانت لم تحقق بعد الانتصار الكامل.. عندما تقرر إعادة بناء بلدك فأنت تحتاج إلى الخبرات ولا يستطيع شاب أن يخرج من ميدان التحرير إلى كرسي الرئاسة أو رئاسة الوزارة، وإنما من الآن وإلي أربع سنوات مقبلة يجب أن يُعد الشباب لأن ينخرط أكثر في الحياة السياسية ويدخل المطبخ السياسي ويعيش حالة اطلاع مستمرة على الأحداث وطنيا ومحليا، أي ينخرط في عملية للتنمية على كل المستويات المصرية
